Steering "king-pins" are cheap and nasty. The spring washer is all that keeps them in place and doesn't allow for any adjustment of freeplay.
As far as the strip down can go.
The soaking worked, next job clean off the rust and free-up the links.
Cleaned, not yet oiled but all links now free.

The steering column support with rubber insert between the tubes to damp vibrations and stainless fasteners (yet to be trimmed a little).
Partial reassembly:new stainless king-pins with the free play adjusted.
Chain now lubed and refitted. The dog-clutch disengaged.
Main crank refitted (chain tension yet to be adjusted).
